It is not unusual for plants to take a little longer than you think, or have read somewhere, to begin flower initiation after altering the light/dark cycle to 12 hours lights on and 12 hours lights off. In some examples that I am aware of, this has taken as long as 2-3 weeks, especially with plants that have a high Sativa genetic component. Remember, plants are unique, individual, living organic beings and not preprogrammed robots or machines that follow instructions. Give it a bit more time and patience and I am sure all will be well. Further to my research, I believe that when growing artificially indoors with electric light bulbs, Cannabis responds more favourably to high pressure sodium (HPS) bulbs for the flowering phase of its' life cycle.
