There is no amount of water that you can give to any Cannabis plant so that it will alter the plants' concentration of either CBD or THC. These factors are determined by genetics. Also, neither CBD or THC are water soluable. Therefore it does not matter if the plant is grown hydroponically or traditionally in soil, these concentrations are fixed genetically. However, harvesting the flowers before they are fully matured, will lead to a lesser amount of both CBD and THC, but not necessarily a lesser concentration of CBD and THC. This means the strength of the CBD and THC would be similar to when the plant is mature, just that there is less of it present, in total volume, at the earlier stage of maturity. A bit like having a Bourbon with a full glass of cola and then conversely, having the same amount of Bourbon in a glass that is only half full with cola. You are still having the same amount of Bourbon, but at different concentrations. Hope this helps.
